The little end of the "L" shaped spring goes through the hole in the frame and will protrude slightly. The long end lies in the recess at the bottom of the takedown lever hole and the bump in that spring leg fits into a recess on the bottom of the takedown lever...
This is hard to explain without photos, but I don't have access to my photo library from here. Perhaps this answer can be found on the YOUTUBE videos on Luger disassembly that have been generously posted there by one of our members...

I have checked out the videos on youtube, but I could not find one that showed any detail of the spring and its placement.
