It looks like a "c" to me. The high tail is probably a scuff.

According to "Third Reich Lugers" the serial range for 1937 S/42 Lugers is 4500p to 400b. The change over to the all salt blue finish occurred at about 1500t. So b and c suffixes are both out. Regards

A more likely possibility is that this is an imperfectly or partially struck letter. You can see from the photo of the x suffix on my 1937 S/42, that if the top left hand section were missing, it could well be taken for a c. The only way to resolve this question is to ask the owner to take a clearer photograph. Regards

Receiver acceptance stamps are SE63 DE63 MTP.
Reported serial range for 1937 with SE63 DE63 MTP is 4147y-9511z. Looks like a nice Luger...to me at least
