I lived up north for about 6 months, and I've lived in many places in the USA; I think to the vast majority of folks, lugers are rare, as you see few at smaller gun shows. large gun shows will have 5 to 10 folks that specilize in WW2 or just in lugers and you'll see dozens.
My point is that when you think they are rare; then you are more likely to just pick up whatever you can find. I think $800 is a bit high for a shooter, but it depend son the type and how nice it looked etc. A "pretty" nazi era shooter will usually sell quicker than a worn, but correct WW1 era IMHO. Ed
