Is it possible that part #9 is jammed in the magazine well, or behind part #22?

When I'm putting a Luger back together, I put the barrel/receiver group upside down on the desk. Part 9 to the rear. Then slide the frame over the receiver as far as it will go. Next I bring it all upright,At this point #9 is behind # 22. Ease the receiver forward until part #9 falls in front of part 22, then back. Everything seats and I can put the side plate #39 in place.
