Bill,
A 1918 production Luger with commercial proofs, doesn't make sense. It is possible that it is a Russian Capture / VOPO rework with East German Crown/N proofs. They are very similar to standard German commercial proofs. Just a WAG , but without seeing it, it's about the only explanation I can think of.
