I also would think that it is a fake. One thing is the kind of closing (hope it´s correct English)- the Police type come later than 1915. The other thing are the belt loops- they should be made in a bit sloping (hope it´s ....). The original describtion of the Imperial holster mentioned this!

Possible could be that the holster is a private buy of an officer. I remember such a holster as a private one.

So we perhaps will not find the truth.
