It is more likely that it was taken from a policeman in the district of Magdeburg than from a soldier. From what I can tell from the photos, it is a 1918 DWM with a 1920 property stamp. What is the lower-case letter suffix below the serial number 1771 on the front of the frame? From one of the photos, it looks like a script "t".
I agree with Jerry that it appears to be a nice, genuine police rig.
