it's a muzzle protection cap. Looks like 1930's era police Issue made by Erma.
(ref. Weimar/Nazi Luger by Still, page: 185) Never seen one with a rod before.. does it go into the barrel all the way to the breech block? ..let me know if you are interested in selling it
