Right you are about the small notch, you are probably refering to the cut for the rear sight of an artillery Luger.
From your description, it sounds like your toggle is a mismatch from the rest of the gun. Perhaps if you took some pictures of it, as detailed as possible, we could help out further. Congrats with the luger!
