I think that what Tom (neoinerian) means is the difference between the generic P-08 (German designation) and the M-23 (Finnish designation), of which there is essentially none.

The SA stamp was applied beginning in 1941. I would have to WAG Speculate that Finnish pistols which were not so stamped (there are quite a few) went out of Army service before then, were privately owned, or simply did not go through an armory at an appropriate time.
