Use of C and R License at Gun Show

I believe that paragraph 478.99 states that I cannot sell to someone with out a license in another state, then states this "shall not apply to the sale or delivery of a rifle or shotgun(curiio or relic). However provisions of par 478.96 must be met. I think that paragraph say that a fomr 4473 must be complete by the chief law enforcement officer. I am open to any comments that might clear this up. But in the long run, I think I will sell only to C and R license holder to keep it simple
