Use of C and R License at Gun Show

No, I am not constantly selling. But need to sell once in a while just to upgrade. My understanding that is that anyone without a c and r license can not sell a pistol or rifle in an out of state gun show. I have used my C and R to buy at the Tulsa gun show (I live in Texas). Since I am allowed to sell and ship to someone out of state with a C and R, It would seem to me I could also do it in person since we both have a C and R. So I am still confused.
