this letters (Ã??, Ã??, Ã??, Ã??) still in use. But not every computer or system can use this letters, so you can also write AE, OE, UE and SS.

But usually you write it, if its possible on the normal way (Ã??,Ã??,Ã??,Ã??).

If someone write LÃ?Â¼ger, it has nothing to do with this letter(s), becouse there is only an U in Luger, so this can be an typing error or someone means a other Luger btw LÃ?Â¼ger.

What you write about the norwegian, I don't know anything about this, so I can't say anthing about this.
