Post loading data needed

I understand that the luger ammo made was 124 grs. But what was the velocity of them at muzzle. i have tried many usa brands and never got acceptable reliability out of my lugers. I had found at one time some surplus lapua that worked perfect. Who makes the round that cycles without failing? American ammo just seems wimpy no matter what caliber/gun i use. Considering reloading but to what velocity?
