What Makes This One "Rare"...?

What makes this one so "rare"...? With its asking price of nearly $ 2100 opening bid...? If it is a 1st. Issue P-08 by DWM in made in 1908-09, proofs should be on the left side.

Why would this one not have a chamber date ?
