Hugh,
That would make sense. To 'brown' parts and even guns after arsenal work is done on them, to prevent rusting during storage. Then blueing them when they go back into service. This would explain a fair amount of browned guns and parts popping up in the indonesian area (especially with guns that were 'liberated' from arsenals by the local freedom fighters)
