HELP! E-mail problem

I tried to respond to a classified ad and I got the following error:

We're sorry, but the script was unable to require /var/www/cgi-bin/luger/ads/library/SMTP.pl at line 154 in /var/www/cgi-bin/luger/ads/classifieds.cgi. Please make sure that these files exist, that you have the path set correctly, and that the permissions are set properly. This message could also indicate that a syntax error has been introduced into /var/www/cgi-bin/luger/ads/library/SMTP.pl.
