Default Silencer Adapter

A friend of mine in Europe ran across a few of these and I was able to acquire one.

Does anyone have a clue as to who they were made for? They are marked GERMANY so I suppose for export?

The Norwegians come to mind, any other theories?

I have it attached to a "shooter" EG reworked Luger I own. It also fits on some P.38 barrels.
