Opinions on this one, old auction

Was looking for opinions on this one, was wondering what others thought of the final price considering the holster, extra mag, and loading tool. Have been told that this is a Police Rework, with a replacement barrel, toggle, and armorers replacement grips....was also looking for opinions/ideas why the serial is double stamped on the sideplate? Secondly (different pistol), and this is definitely ballpark (no photos, etc.), what is a DWM 1915 all matching (minus mismatched magazine), 90% bluing worth approximately? My ballpark from looking at completed auctions, etc. is about 850-950$?
