Ah! That makes sense! Sarco was putting together parts Lugers back in '08...And now I see the frame & receiver numbers don't match...and the rear sight is similar to an artillery, but the slider button is on the wrong side (like a C96 Mauser)...
And it has an odd [to me] proof on that DWM marked chamber/receiver...Looks like a Norwegian or Swedish proof...???...Bulgarian???...
