Default extractor problems with "new" luger

I recently picked up a stainless steel 6" luger marketed by stoeger (and mitchell) 10-15 years ago. it goes through fits of a lot of failures to extract. it does it with new ammo and reloads. 115 grain, 124 grain, standard pressure and near +P pressure. not all the time but when it does it is usually does it several times.

My first guess was to put in a new extractor spring, but the one in there now seems pretty stout. The extractor itself looks pretty decent. (I am a fair armorer but have little experiene with Lugers. I did detail strip and reassembly one with a new main spring a few years back. Wish I had kept that one.)

Can anybody offer an inspried notion as to what the problem might be? Anybody know if the old parts fit these guns? (I have heard not.)
