Default Luger repair?

I have a 1939 Navy Luger that is in good shape, other than a "weak" cocking action. I looked at one of the forums, and the following is also true:

breach locked open with cartridges in the mag â?? stiffer hold open spring

Can anyone suggest a Gunsmith or Luger Collector who might help me with the repair? I live in Singers Glen, Virginia, and was hopeful that I might find someone fairly close to me.
