Default 1915 DWM s/n question

I have a 1915 DWM, the s/n is 84h. I was reading Imperial Lugers and the comment in the book stated that only one or two serial numbers are reported in the h, i, k and l letter blocks and these suffix blocks may have been only partially filled.

I'm trying to figure out if he means that it's hard to find Lugers in the h, i, k or l letter blocks or if they only had one or two didgit s/n's.
