Lanyard...Any Thoughts ?

Dutch Navy is more likely. I have 2 similar to yours, but with a square attachment piece for the swivel. See if you can make out the stamp 'Made in England' on the flat strap. It's faintly visible on one of mine.

There are some photographs (also in the Dutch Luger) of Dutch navy staff wearing this style of braided leather lanyard.

If I remember correctly Jerry once mentioned 'Portugese' as well, as both are pretty similar.
