Determining % bluing remaining

Hello:

I have seen a lot of ads for P-08's with 98% bluing, 95%, 90% etc. Some of these look pretty worn and look to me like they have lost a lot of the original finish. How is the % of bluing judged? Is it just the sellers opinion? Are there any guidelines or standards that should be followed? Thanks
