Help with 1916 mismatch?

The barrel , front frame and left receiver all have the same serial number. I will have to check with the bro-in-law on what is on the right side. He did say that it was a 9mm. and that the barrel is four inches.
In my very limited opinion it sounded like a parts gun to me.
