Need advice for value (picture)

Your quite correcty re that Navy, and a similar story on that Dutch Navy (PR5597), they have had for a while. I don't think anything is going on, I have purchased a number of good items from over the years, they are just not Luger specialist like FGS or Simpsons, although it is troubling that in both cases they have not modified their descriptions when the pistols where returned for cause.
