Since the toggle lock was not "necessary", its missing on a shooter would not be a problem.
A 1900 looks cool for sure, but is not a really good choice for a steady shooter, parts are tough to find and expensive- should you need one- but extractors and mainsprings are available. The ejector is a little different too, and harder to find. Without seeing the pistol you are thinking about- it is kind of hard to answer your question; but $2k is a lot for a shooter, I've seen them for under $1500. Bought the one I have for $750 total at auction- but it has been reblued.
