navy or artillery?

I was handed down a luger from my greatgrandfather and am trying to figure out what it is.I posted on the comercial thread and was told it is either a navy or artillery. could anyone help determine which?also trying to get some sort of idea what it may be worth. not thinking to sell, thinking more about insuring it.
