Is This a Police Holster

I purchase a Luger in the 60's from a WWII vet and it came with a nice brown holster. I read recently that military holsters were black and police holsters were brown is this correct. Attached are some pictures of this holster. Stamped on the back is the name Carl Ackva, below that 1939 and below that WaA286. I am giving it to my son and would like an idea of it's value as I see them on auction site with quite a range of prices.
