Smile Engraving/refinishing aLuger?

I have a nice Frankin navy Luger I bought from HUGH quite a while back. It is quite nice, mixed, parts and shoots very well. Seeing in itself it will never be of collector value, having retired from 20years in the Coast Guard, and wanting a 'personal' luger, I have thought of having the US Coast Guard crest engraved onto the chamber, and my name and rank engraved somewhere on the frame. How would I go about this? Haved the Luger's finished stripped,them send to a engraver 'in the white'? or have it engraved first, then a refinish? Any ideas as to how might do this work would be appreciate any leads on who might do this kind of work.
