Sure, people are changing their handwriting "style" during their life. Everybody does. They changed in Germany several times the handwriting style in school. "Altdeutsch", "Kurrentschrift", "Suetterlin" and in 1941 they changed by law * to "Lateinische Schrift", latin letters. So every style is possible. In the 19th century they wrote the 9 like shown on the tag, but later they changed it. I guess if we could identify the letters underneath the wings, this would give us a much better clue.
