Val, welcome to the forum. I will move this to the New Collector area in a bit.
Pictures are essential to "guess" a value, although from your description it is a commercial luger, probably made around 1927-1929 era. Commercial lugers are not marked in the "military" manner, but in a more hidden manner, aka as commerical manner of marking. Ed
