I would speculate that the two straps with the metal ends attached to the d-rings on the holster, suspending the holster under the arm and passing over the opposite shoulder, and the third strap with what appears to be a belt loop, was placed on the waist belt in a position to anchor the whole ensemble to be comfortable for use... Just my mind working overtime
