Has anyone ever come across an earlier police unit marked Luger that was never re-worked for a sear safety?

Not sure what you mean by "earlier police unit marked Luger."
All Lugers issued to barracked Bereitschaftspolizei units were exempted from the order to add sear and mag safeties (HWIS, pp. 36-7). Many Lugers issued to Prussian police schools also were not fitted with these devices.
