Police Mag Question

The spare Mag for my Luger has the following vertically arranged numbers:

888
42
2

What do these mean? I was told it is a likely police mag. Is it possible to determine the police force/unit form the numbers?

888= S# of pistol
42= (Code)=Mauser replacement mag
2=#2 mag
