I belive it would be for:
Ausbildungs/Reiter Regiment, or:

Training Unit/ Cavalry Regiment .

Source page 191-3 of Weimar and Early Nazi Lugers by Jan Still.

Listed on p 192 is :
A./R.R.1. = Ausbildungs-Eskadron 1.(Pruss.) Reiter Regiments

The use of the " slash - / " is the key to identifying the luger as marked by the Reichwehr, Army of the Weimar Republic.
