I am trying to get this loading pics down. so please bare with me.

This gun was delivered Jan. 12 1914. suposedly a spy gun.

Hans Tauscher was tried as a german spy. in Costanzo's book it says that the guns he imported were issude to german spys.

MY OPINION
i think it is a lot os speculation, because the documents are incompleat. he destroyed a bunch before he was arested.

this info is in World of Lugers serial numbers of lugers issued to german agents 1913-1916

Hans Tauscher's letterhead indicated that he was the "Sole Representative for United States, Canada, and Mexico. Deutsche Waffen & Munitions Fabriken, Berlin, Germany. Luger Automatic Repeating Rifles and Pistols: Maxim Automatic Machine Guns: Mauser Repeating Rifles."
Wonder how it was determined which weapons were imported for sale and which were destined for the spies?

OK, I'll up the ante a little bit. Why would any German spy master outfit his agents with a gun of a caliber which is not commonly available, and of a design which is itself uncommon and noteworthy enough to immediately mark its owner? Wouldn't it make more sense to arm them with a garden-variety domestic Savage pocket auto, or a good ol' Colt or Smith&Wesson revolver?
