VOPO Inspector Marks

Seems like we thought the numbers inside the VOPO Shield of the VOPO Marking were inspector numbers, but Dieter MArschalls book indicate they are People Police (VOPO) Districts. This is on P38s but perhaps it would be for Lugers too? Thor
