Default 1920 DWM carbine exempt from NFA?

Is this 10 inch barrel carbine exempt from the NFA because it is a C&R? Reputable dealer says it is. Can anyone help me on this? Serial is 42xx. Can't read the letter. Many thanks.

"DWM 1920 COMMERCIAL LONG BARREL 30 Luger; 75% blue, 10% straw, fair bore, good grips, 10'' barrel, Original blue finish, strawed small parts and checkered beechwood grips. Numbered parts are matching. Quality reproduction plated magazine with wood base. The barrel is not numbered or proofed and has a ramped fixed front sight and sling swivel. Standard V noth rear sight. Crown/N proofed on the left side of the receiver and center toggle. Includes a beechwood shoulder stock with un-numbered attaching iron and serrated bone buttplate. Leather sling included. The metal finish shows wear and thinning and the left grip has a tiny crack and chip at the lower front corner. Mechanically fine. The stock fits the lug fairly well."
