What kind of Luger is rare or scarce from 1916?
How many producer was it on P.08 in 1916?

Any Lugers for polizei, or just army or navy lugers?

What shall i look for?

Why 1916?
In order of scarcity, 1916 Navy, then 1916 LP-08 (both DWM)
Both DWM and Erfurt produced the P-08 in 1916: DWM about 140,000; Erfurt about 80,000.
I do not think that any 1916 lugers were specifically made for polizei, some P-08s were later modified for police use
