Post byf 42 with defective blue?

This is a byf 42 which in virtually every respect is in mint condition except that it has a mottled finish. The entire cannon is covered with spots which lack finish. These spots show the bare metal underneath, but do not appear to be pits, as you can run your finger over them and feel no roughness. I suppose some will say this is a very early form of pitting, but I was wondering if it could have been the result of a poor finishing procedure. Any comments?
