A re-work could/can be as simple as inspection and re-marking or as thorough as replacing major parts and re-proving with re-finish.
Yes, it affects value; sometimes positively sometimes negatively.

In my humble opinion a "rework" could be a firearm rebuilt in some sort of military facility without any regard to the maker of the parts, just fitted and put together.

As I own a 1914 DWM artillery with two dates on chamber and a Nazi Navy mark as shown in Jans' Weimer luger~ I believe these markings might enhance its vaue~ TKS
