Default Odd WWII 4inch Barrel question

Can someone tell me why the area just above the threads on this WWII 4inch barrel was made this way, was it at the end of the war and they were cutting corners on finishing them? There is no large rim on it just small collar of metal.

I picked it up the other day and was curious if it was rare to find one made like this. Thanks
