My area, the last few years of fire you would be hard press to find acreage of any size that has not been burned. I live in a town of 11000 and been on evacuation notice for 3 different years and evacuated fo 7 days once. It is hard on the soul. The fire fighters are doing the impossible in containing the fires but they are slowly winning. The politicians and environmentalists are yelling climate change but the locals are saying that the restrictions put in place to protect nature is the problem. The laws stopped cutting dead trees, clearing brush and controlled burns so the Forrest just became a wood box of fuel.

Myopic science that is based on an agenda is worse than no science at all...

Many of these forests depend on natural fire to periodically clear out dry underbrush and restore the soil's nutrients. That is the way of nature.

Laws that interfere with that can only create an opportunity for tragedy.

Has California recognized the need for periodic controlled burns, especially in areas that now contain residences?

Slowly coming around to recognizing the use of control burns. They are also pushing the use of goats to eat the vegetation along roads. Burning goes against their clean air standards so it is a political problem.

In California everything is a political problem. The government in Sacramento wants to control every move.
