Fascinating photo! The wagon itself is interesting. It is a typical Basque sheepherders wagon. Notice two interesting features..it has full side canvas skirting. Meant to park and stay awhile. Also the door is sliding like a barn door. Not meant to open out on a hinge. Keeps it under better control in windy weather.

Flat toggles became available starting in 1906, so yes it is entirely possible that this is period correct from 1906 or 1907

I have the following 1900 that I bet was used by some cowboy way back when. It looks like it was an every day carry and by someone who had to have a gun with him.
