I just purchased a matching number (w/magazine!) 1938 Mauser Luger. Can someone tell me which tool with the "correct" numbers would match this year & type Luger?

A Stick Wing or Straight Wing Eagle over 63 is the correct tool for a 1938 S/42. Be careful, the droop winged eagles look about the same!!
