Could anyone identify the maker of a loading too with following markings: Looks like a stick eagle and under it are a group of numbers 09#55 All markings are very faint and I am just guessing as to the group of numbers. Maybe someone has a tool which was struck with harder die.

As I look at it again, there seems to be a figger (not sure if its a number or letter) and then 9V65, but this is just a guess, I really need a jewelers loop.
