I'm not clear on what you mean by underlying finish. The one and only bluing remover I use is Lysol toil bowl cleaner, takes it right down to bare metal. I have only used it on salt bluing, never rust bluing, etc. It works like a charm, but try it on a small part that does not show first.

David, Tom is talking about the Russian "dip blue" which many times (I have been told) will come off with 0000 steel wool and oil / WD40, but Tom; I have tried it on 4 or 5 lugers and it takes a bit off, but not a lot. It does work reasonably well on the trigger, safety and other bits.

Russian dip is unusually thick and tends to fill small gaps and depressions, such as any really small stampings on the gun

Brownells sell a product called STEEL WHITE or something like that, it works slowly but well.
