Post Artillery with strange toggle mark

This piece is listed on an auction in Anaheim, Calif. "1914 dated Artillery Luger, 9mm, marked "18.275" in large block letters where maker's designation would normally be located (stamps of a military style), #2798.
What is it? Pete if you are close maybe you want to check it out. www.littlejohnsauctionservice.com
